Intermediate Body for Financial Management (ONMF)
The Intermediate Body for Financial Management / Central Finance and Contracting Unit (CFCU) is a structure within the state administration which carries out financial management tasks for annual and multi-annual programmes.
The CFCU is the only accredited contracting authority in Albania for projects indirectly (decentrally) managed by the EU.
Intermediate Bodies for Policy Management (ONMP)
The Intermediate Bodies for Policy Management (ONMP) are structures within the state administration that perform management tasks related to the policy field of the programme assigned to them.
The ONMP supports the Managing Authority in the technical aspects of programme implementation, in particular with regard to:

the preparation and development of operations;

the coordination of the relevant sectoral policies;

the monitoring of progress.
Audit Authority (AA)
The Audit Authority is a public body that is functionally independent from the designated structures and authorities and enjoys the necessary autonomy.

The Managing Authority
The Managing Authority (MA) is responsible for the overall management of the programmes financed under IPA III. In line with the obligations set out in the financing agreements, its role extends to all phases of the programme cycle. The MA leads and coordinates the implementation of IPA III programmes and projects, in both their technical and operational dimensions, while also assisting the Intermediate Body for Financial Management (ONMF) and cooperating with other relevant structures involved in management.
In the framework of the implementation of the Instrument for Pre-Accession Assistance (IPA III), dedicated structures have been established to act as Managing Authorities (MAs), entrusted with the overall management of the operational programmes financed under indirect management.
