The Council of Europe Development Bank (CEB) is an intergovernmental development institution that supports social cohesion and sustainable development across its member states. Albania has been a member since 1999 and has received ongoing support in high-impact areas such as social housing, healthcare, education, and rural and urban development—contributing to better living conditions for communities in need.
Through concrete projects, the CEB has helped Albania equip schools, develop community infrastructure in mountainous and coastal areas, strengthen healthcare services, and support small businesses and farmers through microfinance instruments. Investments in education technology and assistance during the COVID-19 pandemic are telling examples of how the CEB focuses on critical sectors and responds swiftly to social and economic challenges.
