Territorial Cooperation

Territorial Cooperation është një nga pesë fushat e politikës së Instrumentit IPA dhe një shtyllë kyçe e Politikës së Kohezionit të BE-së. E ka origjinën në Evropën Veriore në vitet 1950 dhe mori mbështetje zyrtare nga BE-ja në vitin 1990 si pjesë e strategjisë së integrimit rajonal.

Programmes are drafted by participating states and approved by the European Commission. Each programme spans 7 years and includes an Operational Document defining eligible areas, thematic priorities, financial allocations, managing authorities, and implementation modalities. Following programme approval, calls for proposals are launched where interested institutions apply in cross-border partnerships.

Albania, as an EU candidate country, benefits from these programmes through the Instrument for Pre-Accession Assistance (IPA). The State Agency for Strategic Programming and Aid Coordination (SASPAC) serves as the National Authority for Interreg and CBC programmes, representing the Albanian government in all programme forums, coordinating National Contact Points, and ensuring alignment of national priorities with programme objectives.

What types of programmes are included?

Bilateral programmes — between two countries sharing a common border.

Trilateral programmes — involving three countries sharing borders.

Transnational programmes — large programmes with more than five participating states.

How do the programmes work?

Each programme defines objectives, thematic priorities, eligible territories, and governance structures. Following approval by the European Commission, calls for proposals are launched by priority. Interested institutions apply in partnership with organisations from other participating countries.

Who can apply?

Local government units (municipalities, counties), regional development agencies, civil society organisations, universities, research centres, and central government institutions.

What is the IPA Instrument?

The Instrument for Pre-Accession Assistance (IPA) was established by the EU to support countries aspiring to EU membership.

IPA I (2007–2013) — first implementation of the instrument.

IPA II (2014–2020) — more strategic approach, focused on democracy, rule of law, environment, innovation.

IPA III (2021–2027) — current period, Albania participates in 9 programmes.

Cross-Border Cooperation (CBC)

Cross-Border Cooperation originated in Northern Europe in the 1950s and received EU support in 1990. It is a key tool of EU Regional Policy for promoting sustainable economic and social development in border areas.

BNK Albania – Kosovo

The IPA III Albania–Kosovo programme fosters mutual cooperation and contributes to European integration, focusing on sustainable development in border areas.

Eligible areas: Lezha County (Lezha, Mirdita, Kurbin) and Kukës County (Kukës, Has, Tropoja) in Albania; Western Economic Region (Peja, Deçan, Gjakova, Istog, Klina, Junik) and Southern Region (Prizren, Dragash, Rahovec, Suhareka, Malisheva, Mamusha) in Kosovo.

Priorities: Environmental protection; natural/cultural heritage and tourism; socio-economic integration of youth.

Fund allocation: 45% tourism and heritage, 45% environment and climate, 10% technical assistance.

AL Benefit: €1,526,118 for 4 projects implemented by Albanian beneficiaries

Management: Direct EU management through Delegations. CBC Structures: SASPAC (AL), Ministry of Local Government Administration (KS).

Calls

First call launched in September with a budget of €5.28M. Proposals under evaluation by the EU Delegation in Tirana.

BNK Montenegro – Albania

The programme targets sustainable, inclusive development in border areas, strengthening local partnerships and supporting European integration.

Eligible areas: Shkodra County (Shkodra, Malësi e Madhe, Vau i Dejës, Puka, Fushë-Arrëz) and Lezha County (Lezha, Mirdita, Kurbin) in Albania; 14 municipalities in Montenegro (Kolašin, Andrijevica, Berane, Plav, Gusinje, Petnjica, Rožaje, Podgorica, Tuzi, Cetinje, Danilovgrad, Budva, Ulcinj, Bar).

Priorities: Green resource efficiency; business environment and competitiveness improvement.

AL Benefit: €1,154,874 for 6 projects implemented by Albanian beneficiaries

Fund allocation: 45% environment, 45% tourism and heritage, 10% technical assistance.

Calls

Call launched in October 2025 with a budget of €7.4M. Proposals under evaluation by the Evaluation Committee.

CBC North Macedonia – Albania

The programme promotes joint development in border areas, supporting economic and environmental sustainability projects.

Eligible areas: Dibra, Elbasan, and Korça Counties (AL); Pelagonia, Polog, and Southwest Regions (NM).

Priorities: Environmental protection and climate change; tourism and cultural heritage; strengthening local capacities.

AL Benefit: €460,000 for 2 projects implemented by Albanian beneficiaries

Institutional Framework

Implementation Structures

Each Territorial Cooperation programme has institutional structures ensuring efficient, transparent implementation in compliance with EU rules, operating at both programme and national levels.

For all Interreg and CBC programmes, National Contact Points operate within SASPAC.

AMManaging Authority

Responsible for overall programme management on behalf of partner countries. Ensures compliance with EU regulations, approves project selection procedures, oversees implementation, and conducts administrative and financial controls.

AKNational Authority (SASPAC)

Albania designated SASPAC as the National Authority with full responsibility for programme implementation on its territory. The NA ensures cooperation with the Managing Authority, Monitoring Committee, and European Commission.

The NA represents the Albanian government in all programme forums, signs intergovernmental agreements, appoints Albanian MC members, and harmonises national positions before decision-making.

In cooperation with the MA and Secretariat, the NA contributes to programming, selection criteria, consultations, and information dissemination to ensure calls reflect Albanian interests.

KPMMonitoring Committee

Central decision-making and supervisory body. Approves project applications, assesses implementation progress, and may submit recommendations to the European Commission.

Comprises representatives of the EC, National Authorities, and national institutions. Meets at least twice yearly to review annual reports and approve strategic decisions.

SPTJoint Secretariat Teknik

Operational structure and main contact point for applicants and beneficiaries. Headquartered in the MA’s country with National Information Points in each participating state.

Duties include MC logistical support, partner search and project drafting assistance, implementation support, monitoring data collection, and visibility campaigns.

PKKNational Contact Points të Kontaktit

Essential information hubs providing clear guidance on programme objectives, priorities, open calls, and deadlines.

NCPs support partners from initial engagement through eligibility criteria, application procedures, and partnership opportunities. For all programmes, NCPs operate within SASPAC.

FLCNational Control System (First Level Control)

National-level structure verifying beneficiary expenditures and ensuring compliance with national and EU rules. Guarantees that every declared expenditure is lawful, regular, and documented.

AAAudit Authority

Assesses effective functioning of the management and control system through regular audits, verifying procedural correctness and providing assurance of sound financial management.

AKAccounting Authority

Certifies expenditure statements and payment requests before submission to the EC. Manages fund distribution to project partners, ensures timely payments, and prepares annual financial statements.
