Sweden has been present in Albania since the late 1990s through development assistance provided by the Swedish International Development Cooperation Agency (Sida). Initially, Swedish support focused on reconstruction and institutional stabilization, helping the country consolidate the foundations of democracy and governance following its political and economic transition.
Over the years, Sweden has oriented its assistance toward the rule of law, gender equality, democratic participation, and inclusive economic development, while also supporting small and medium-sized enterprises. Through grants and technical assistance, Sweden has contributed significantly to strengthening the institutions that safeguard citizens’ rights, transparency, and state accountability. A consistent priority has also been combating corruption and improving the efficiency of public administration.
Under Sweden’s Development Strategy for the Western Balkans 2021–2027, Albania is designated a priority country. The strategy emphasizes support for European Union integration, the advancement of fundamental rights, and environmental protection, positioning Sweden as a long-term and reliable partner on Albania’s path toward sustainable, democratic development.
