This document presents the implementation of the Reform Agenda step aimed at strengthening transparency and accountability within Albania’s justice governance institutions. Through legislative amendments and new regulatory provisions, the High Judicial Council (HJC) and the High Prosecutorial Council (HPC) have introduced clear obligations to publish decisions related to appointments, transfers, promotions, periodic career evaluations and disciplinary decisions, while ensuring the protection of sensitive and personal data.
In addition to publishing reasoned decisions and career-related information, both Councils regularly report on the implementation of recommendations issued by the High Inspector of Justice (HJI), reinforcing institutional transparency and oversight of the justice system. The reform enhances public trust, strengthens accountability within judicial governance, and aligns Albania’s justice system with European Union standards for an independent and transparent judiciary.
