Strengthening the Rules for the Appointment of Supervisory Board Members of State-Owned Enterprises through Open and Merit-Based Recruitment – Measure 1.1.3

This document presents the implementation of the Reform Agenda step aimed at strengthening the governance of State-Owned Enterprises (SOEs) through the adoption of new rules for the appointment of supervisory board members based on open, transparent and merit-based recruitment procedures. The amendments were adopted through Council of Ministers Decision No. 498 of 26 June 2026, aligning Albania’s regulatory framework with European Union principles and international good governance practices.

The revised framework establishes permanent appointment committees, introduces clear criteria on independence, integrity and conflict of interest, enhances transparency throughout the recruitment process, and strengthens the accountability of supervisory boards. The reform contributes to improving corporate governance in State-Owned Enterprises, increasing investor confidence and aligning Albania’s SOE governance framework with OECD and European Commission recommendations.
