Strengthening Media Ownership Transparency in Line with European Standards – Measure 5.6.1

This document presents the implementation of the Reform Agenda step aimed at enhancing transparency of audiovisual media ownership. Amendments to the Law on Audiovisual Media introduced a binding legal obligation for media service providers to publicly disclose up-to-date information on their direct and indirect ownership, beneficial owners and specified sources of funding, in line with the requirements of the European Media Freedom Act (EMFA).

The reform strengthens the role of the Audiovisual Media Authority (AMA) in maintaining the National Media Ownership Register, verifying ownership information in cooperation with the National Business Centre, and monitoring compliance with transparency obligations by media service providers. These measures improve transparency of media ownership structures, enhance accountability in the media sector and further align Albania’s legal framework with European Union standards on media freedom and media pluralism.
