Strategic Programming Process

The strategic programming process in SASPAC follows a clear, structured cycle that begins with the approval of foundational documents and concludes with monitoring and reporting of results. This cycle ensures coherence, transparency, and alignment with Albania’s national priorities and international commitments.

  1. Approval of the NSDEI by the SPC
    The process starts with the approval of the National Strategy for Development and European Integration (SKZHIE/NSDEI) by the Strategic Planning Committee (KPS/SPC). This document sets out the country’s long-term vision and strategic directions.
  2. Annual drafting and updating of the PPD and the NSPP
    Following the NSDEI’s approval, the Priority Policy Document (DPP/PPD) and the List of Projects of National Importance (NSPP) are drafted and updated annually. This takes place twice a year to ensure that priorities and projects reflect evolving economic, social, and institutional developments.
  3. EU integration as a core priority
    A key pillar of strategic programming is integrating objectives and reforms that advance accession to the European Union. This includes aligning national policies with the EU acquis and leveraging the related support mechanisms.
  4. Cross-sector adaptation and harmonization
    This phase ensures interaction and consistency among:

    • The sectoral strategy framework,
    • The Sustainable Development Goals (SDGs),
    • Alignment with external assistance, and
    • Priorities of international aid, including instruments such as IPA and other donor funds.
      Such harmonization ensures that national reforms receive financial and technical backing, maximizing their impact.
  5. Implementation and ongoing monitoring
    Once priorities are set, strategies and projects move into implementation, accompanied by continuous monitoring to ensure effectiveness and consistency with established objectives.
  6. Results monitoring and reporting
    Achievements are reflected through:

    • Annual results monitoring,
    • Reporting on the implementation of the PPD and sectoral strategies, and
    • Aid-monitoring reports (IPA, WBIF, and other sources).
      This dual reporting process ensures transparency and accountability, and enables further adjustment of policies and projects in line with the country’s needs.
