Revision and Approval of Vocational Education and Training Curricula in Line with the Smart Specialisation Strategy (S3) – Measure 2.1.1

This document presents the implementation of the Reform Agenda step on the revision and approval of Vocational Education and Training (VET) curricula in priority areas identified under Albania’s Smart Specialisation Strategy (S3) 2024–2030. Through Ministerial Order No. 283 of 29 June 2026, the Ministry of Economy and Innovation approved the 2026–2027 VET curriculum framework package, exceeding the minimum requirement of five revised curricula by introducing new and updated qualifications in strategically important sectors.

The approved curricula cover fields including software programming, website development, multimedia, mechatronics, employment services, e-commerce, construction, veterinary services and social care, strengthening digital, technical and professional skills aligned with labour market demand. The reform contributes to modernising Albania’s VET system, improving the quality and relevance of vocational qualifications, and enhancing their alignment with the European Qualifications Framework (EQF).
