This document presents the implementation of the Reform Agenda step aimed at securing a permanent accommodation solution for the Court of Appeal of General Jurisdiction in line with the Judicial Map 2022. To achieve this objective, the former Large Taxpayers Branch building was transferred to the High Judicial Council, a comprehensive reconstruction and structural reinforcement project was prepared, the necessary construction permits were obtained, and dedicated funding was secured through the Medium-Term Budget Programme 2026–2028.
The new facility is designed to provide modern and functional judicial infrastructure, including courtrooms, offices for judges and support staff, secure archives, advanced ICT facilities and enhanced security systems. At the same time, temporary accommodation arrangements have been put in place to ensure the uninterrupted operation of the Court during the reconstruction period. The reform strengthens judicial efficiency, improves access to justice and supports the full implementation of Albania’s Judicial Map 2022.
