This document presents the implementation of the Reform Agenda step on making Albania’s Guarantees of Origin system for electricity generated from renewable energy sources fully operational. Through the adoption of Law No. 59/2026 “On the Electricity Sector” and Ministerial Order No. 146 of 30 June 2026, Albania completed the legal and regulatory framework governing electricity disclosure and the methodology for calculating the residual electricity mix.
The new framework establishes rules for disclosing the electricity generation mix supplied to final customers, the use of Guarantees of Origin for renewable electricity, and the calculation and publication of the national residual energy mix. The reform increases transparency in the electricity market, strengthens consumer information and protection, and aligns Albania’s renewable energy certification system with European Union and Energy Community requirements.
