The State Agency for Strategic Programming and Aid Coordination is a central institution under the authority of the Prime Minister, established to ensure that the country’s strategic development planning and the use of foreign funds are as coordinated, transparent and aligned as possible with national priorities and Albania’s European integration process.

Coordination of foreign assistance for development programs and projects, ensuring they address national priorities and contribute to achieving the objectives of the National Strategy for Development and European Integration 2022–2030.
Support for decision-making structures in the drafting, approval, implementation and monitoring of national, sectoral and cross-sectoral strategies, harmonizing them with development objectives and European Union standards.
Monitoring the implementation of projects of national interest, to ensure that investments deliver measurable results and increase developmental impact across the entire territory.
Ensuring transparency and efficiency in the use of donor funds, avoiding overlaps, increasing coherence and guaranteeing full accountability to the public and international partners.
Provision of methodological and technical support to public administration institutions, with the aim of strengthening their capacities in the management of programs and projects financed by development partners.
The legal basis of our work
The Agency’s activity is regulated by the following foundational acts, which establish its creation, organization, functioning and structure.

Structure & Staffing
“On the approval of the structure and staffing of the State Agency for Strategic Programming and Aid Coordination”.
Establishes the Agency’s internal structure, directorates, sectors and number of positions, ensuring the operational implementation of the institutional mission.
Key partners
The Agency works closely with governance institutions and international partners, serving as a bridge to harmonize national policies with financial instruments and their support.
Foreign aid as an integrated development instrument
Through its coordinating role, the Agency ensures that foreign aid is not seen merely as a source of funding, but as an integrated instrument to accelerate reforms, support the modernization of institutions, strengthen public administration and contribute to the sustainable and inclusive development of Albania.
