This document presents the implementation of the Reform Agenda step aimed at simplifying permitting and grid connection procedures for renewable energy projects. Through the adoption of Council of Ministers Decisions No. 695/2024 and No. 368/2026, Albania established the regulatory framework for renewable energy support schemes and for the connection of renewable energy self-producers to the electricity distribution network.
The new framework introduces simplified and transparent application and connection procedures, clear processing deadlines, an online application portal, and a net billing compensation scheme for surplus electricity injected into the grid. The reform supports the development of renewable energy by households and businesses, improves access to the electricity network, and encourages investment in clean energy generation, in line with European Union renewable energy legislation.
