Italy has been one of Albania’s historic and strategic partners since 1991, providing consistent support throughout the country’s transition and development. Cooperation has taken place primarily through the Italian Agency for Development Cooperation (AICS), using various financial instruments such as grants, loans, and the innovative debt-for-development swap program (IADSA). This partnership has positioned Italy as one of the most reliable and influential contributors to Albania’s development.
In the initial phase, Italian assistance focused on humanitarian aid following the fall of the communist regime, addressing the population’s immediate needs. Over time, it expanded into strategic areas including vocational education and training, agriculture, healthcare, protection of cultural heritage, and public infrastructure. Italian-funded projects have helped improve quality of life, increase employment opportunities, and promote sustainable economic and social development.
