Instrument for Pre-Accession Assistance — IPA I (2007–2013)
Between 2007 and 2013, the European Union provided financial support to Albania through the first and second IPA ComponentsTransition Assistance and Institution Building (TAIB) and Cross-Border Cooperation (CBC). Through Component I (TAIB), over 100 projects were financed with a total of approximately €512 million, with the main beneficiaries being the Line Ministries and Albanian Central Institutions, which were directly involved in the annual programming process[1].
IPA I was established by Council Regulation (EC) No. 1085/2006 and replaced several earlier pre-accession assistance programs, including PHARE, ISPA, SAPARD, and CARDS. The IPA Regulation for the 2007–2013 period expired on December 31, 2013, although the implementation of some activities continued beyond this date[2].
Note: Albania benefited from IPA Components I and II. The total IPA I budget for all beneficiary countries in the Western Balkans and Turkey was approximately €11.5 billion[2].
IPA I Components
IPA I provided financial assistance through five components. Albania, as a potential candidate country during this period, was eligible only for Components I and II[2]:
Priorities and core objectives
IPA I funding priorities related to supporting the EU accession process, specifically the alignment of domestic legislation with the acquis and the achievement of European standards. Projects under IPA I addressed the objective of meeting the three criteria of the EU integration process:
IPA grant support was provided in the forms of technical assistance, twinning projects, and infrastructure works. IPA funds addressed the strengthening of administrative capacities for the implementation of the EU acquis, as well as support in areas of strategic national interest, such as strengthening the rule of law and democratic stabilization, establishing European standards, and fostering economic and social development.

Transition to Indirect Management
In 2014, Albania obtained the right to partially implement IPA funds through the decentralized/indirect management method. A portion of the funds for the IPA 2013, 2014, 2015, and 2017 programs was implemented in a decentralized manner. However, the majority of funds allocated by the European Union continued to be implemented directly/centrally by the EU Delegation in Tirana.
This transition was an important step in increasing national accountability for the management of EU funds and an indicator of the development of the country’s institutional capacities in preparation for membership.
