This document presents the implementation of the Reform Agenda step aimed at increasing the registration of unemployed jobseekers with public employment offices. In the first quarter of 2026, 67,646 unemployed jobseekers were registered with the National Agency for Employment and Skills (NAES), representing 64.3% of the total unemployed population according to the INSTAT Labour Force Survey and exceeding the Reform Agenda target of 60%. The reported data also demonstrate that this level of registration was maintained consistently throughout the reporting period.
The increase in registration was supported by the digitalisation of public employment services, online registration and application procedures through the e-Albania portal, strengthened interinstitutional referral mechanisms and the development of the National Employment Portal. The implementation of the Youth Guarantee further contributed to higher registration levels, particularly among young people not in employment, education or training (NEET), improving access to employment services and strengthening the effectiveness of active labour market policies.
