This document presents the implementation of the Reform Agenda step aimed at increasing the participation of registered unemployed jobseekers in Active Labour Market Programmes (ALMPs). During January–June 2026, a total of 10,800 registered unemployed jobseekers participated in employment promotion and vocational training programmes, representing 15.9% of the average stock of registered unemployed jobseekers and substantially exceeding the Reform Agenda target of 8%.
The achievement was supported by the expansion of digital application services through the e-Albania portal, the integration of employment and vocational training information systems, and a significant increase in public funding for active labour market measures. The reform strengthens employment policies, improves access to training and employment opportunities, and enhances the effectiveness of Albania’s public employment services.
