Improving National Justice Statistics through the Adoption and Implementation of the CEPEJ-Based Methodology – Measure 5.4.2

This document presents the implementation of the Reform Agenda step aimed at modernising Albania’s national justice statistics through the adoption and implementation of Instruction No. 2 of the Minister of Justice on the methodology for collecting national justice statistical data. The new methodology, aligned with CEPEJ standards, establishes a unified framework for collecting, processing, reporting and publishing statistical information across justice institutions, providing consistent and comparable indicators for monitoring the performance of the justice system.

Implementation is supported by cooperation agreements between the Ministry of Justice and the self-governing justice institutions, as well as by the publication of the 2025 Statistical Yearbook, which for the first time reflects harmonised data collected under the new methodology. The reform strengthens institutional coordination, transparency, evidence-based policymaking and performance monitoring, while further aligning Albania’s justice statistics framework with European Union standards.
