Germany

Germany is among Albania’s most important bilateral partners in development cooperation, with a sustained engagement since 1988. This cooperation is carried out primarily through KfW Development Bank (KfW) and the German Agency for International Cooperation (GIZ), combining financial support with technical assistance. For more than three decades, Germany has been one of the key contributors to projects that have directly driven Albania’s economic and social transformation.

The main areas of German intervention include energy and the green transition, with investments in renewable energy, energy efficiency, and the modernization of distribution grids. Germany has also supported economic development and vocational education and training, creating broader employment opportunities and strengthening the competitiveness of the private sector. Particular emphasis has been placed on the sustainable management of natural resources through projects in water supply and sewerage, waste management, and urban development.

Beyond the economic and environmental spheres, Germany supports good governance, gender equality, and digitalization, helping to strengthen institutions and improve public services. Albania also benefits from a wide range of regional and global programs that promote inclusive development and sustainable growth—making Germany a strategic partner on the country’s path toward European integration.
