France and Albania have built a strong political, economic, and cultural partnership, reflected over the years in a broad portfolio of development cooperation. French support has been provided primarily through grants and concessional loans, covering strategic areas such as energy, health, biodiversity, water management, digitalization, tourism, agriculture, and social policy. This commitment aligns with the Sustainable Development Goals and with Albania’s gradual integration into the European Union.
Since 2020, cooperation has taken on a new strategic dimension through the structured presence of the French Development Agency (AFD) in Albania. This development has diversified the sectors of support, moving beyond traditional infrastructure projects to focus on social and environmental sustainability, the strengthening of social policies, and the digitalization of public services. At the same time, emphasis has been placed on coordinated “Team Europe” approaches that combine French assistance with other European instruments, as well as on cultural diplomacy and cooperation in education, which serve as complementary pillars of this partnership.
The main implementing institutions of French cooperation are: AFD, which oversees financing and investment projects; Expertise France, which provides technical assistance and capacity building; Proparco, which supports the private sector; the French Treasury, which extends loans and grants for specialized studies; and France’s Ministry for Europe and Foreign Affairs, which offers grants for a range of development and cultural programs. This comprehensive mechanism positions France as a strategic, long-term partner for Albania on its path to development and European integration.
