EU4GG – Support for Strengthening Governance and Public Policy Coordination in Albania

The EU4GG programme (EU for Good Governance) provides direct support to the Directorate of Strategic Programming at SASPAC in strengthening the processes of planning, monitoring, and coordinating public policies in Albania. This programme represents a strategic investment in improving governance and building a more efficient, transparent, and results-oriented public administration, in line with European standards.

Main areas of support

The support provided by EU4GG is delivered along three main directions, which address current challenges in the strategic planning system and aim to establish sustainable institutional mechanisms.
Strengthening monitoring systems

The programme supports the strengthening of monitoring systems for sectoral strategies, action plans, and the Priority Policy Document. This support helps establish sustainable mechanisms for data collection and analysis, as well as improving the evaluation of their implementation. The end result is a more evidence-based decision-making process, where public policies are shaped on the basis of reliable data and in-depth analysis.

Operationalisation of the IPSIS system

A key component of the support is the operationalisation of the IPSIS system, carried out in cooperation with SASPAC and NAIS (the National Agency for Information Society). Through technical assistance and staff capacity building, EU4GG aims at better integration of planning and monitoring processes, while at the same time increasing institutional transparency and accountability. IPSIS is expected to serve as a central platform that links strategic planning with the operational implementation of government policies.

Review of the IPMGs

The programme supports the review and improvement of the functioning of the Integrated Policy Management Groups (IPMGs), addressing current challenges in inter-institutional coordination, role clarity, and reporting mechanisms. EU4GG aims to support a comprehensive restructuring of these groups, in order to ensure a more strategic approach, more efficient coordination, and a stronger leading role for the Agency in the policy formulation and implementation process.

Overall, the support provided by EU4GG aims to enhance the effectiveness of governance, improve inter-institutional coordination, and ensure better alignment with national priorities and the European integration process. Through this support, Albanian institutions will be better prepared to meet the demands of future membership in the European Union, as well as to ensure that public policies produce concrete and measurable results for citizens.
