Diplomatic Relations between Austria and Albania

Diplomatic relations between Austria and Albania were established in 1922 and have significantly strengthened since 1991, when Austria designated Albania as a priority country within the framework of the Austrian Development Cooperation (ADC). The opening of the ADA Coordination Office in Tirana in 1995 marked a turning point toward a long-term and structured engagement.

Austria provides its assistance through the Austrian Development Agency (ADA) in the form of grants, working in collaboration with public institutions, civil society organizations, and multilateral agencies such as the EU, UNDP, and others.

Initially focused on humanitarian aid and basic infrastructure, Austrian support has evolved toward strategic areas such as rule of law, judicial reform, vocational education, local governance, and environmental protection. Investments in the justice sector—particularly support for the vetting process and the provision of free legal aid—constitute a significant portion of its portfolio.

Austria has played a key role in supporting Albania’s path toward EU integration through alignment with key reforms and active participation in regional initiatives such as the Berlin Process and the Green Agenda for the Western Balkans.

Today, Austria remains one of Albania’s most consistent and reliable partners, funding projects through bilateral grants and EU cooperation frameworks, with a particular emphasis on social inclusion and support for vulnerable groups.
