Continued Implementation of the Electricity Integration Package for Integration with the European Electricity Market – Measure 4.1.1

This document presents the implementation of the Reform Agenda step on the continued implementation of the Electricity Integration Package, aimed at enabling Albania’s integration into the European internal electricity market. The reform was achieved through the adoption of Law No. 59/2026 “On the Power Sector”, which aligns Albania’s legal framework with the Energy Community acquis and establishes the legislative basis for the country’s participation in the European electricity market integration process.

In parallel, the Ministry of Infrastructure and Energy, the Energy Regulatory Authority (ERE), the Transmission System Operator (OST) and the Albanian Power Exchange (ALPEX) continued implementing the regulatory and technical measures required for market integration, including the development of 15-minute market products, the preparation of the methodologies required for Single Day-Ahead Coupling (SDAC), preparatory work for participation in European balancing platforms and strengthened regional coordination. The reform enhances energy security, market competitiveness and Albania’s integration into the European electricity market.
