This document presents the completion of the Reform Agenda step on the full digitalisation of all paper-based immovable property cartellas, in accordance with the Comprehensive Road Map for the Digitalisation of Cadastral Data. Implemented by the State Cadastre Agency (SCA), the reform completed the transition from paper-based cadastral records to a fully integrated digital cadastral system.
A total of 4,330,986 immovable property cartellas have been digitised and integrated into the SCA digital cadastral database, where they now serve as the official operational source for cadastral services. The process included comprehensive quality assurance, verification of digitised records against the original documentation, and full traceability between archived paper records and their digital counterparts, strengthening the efficiency, security and transparency of Albania’s cadastral administration.
