This document presents the implementation of the Reform Agenda step aimed at completing first registration in at least 95% of Albania’s cadastral zones. Implemented by the State Cadastre Agency (SCA), the process was carried out in accordance with the national legal framework and the 2025–2028 Roadmap on Digitalisation Processes, including technical and legal verification of properties, public consultation, and integration of cadastral data into the national digital cadastre system.
By the reporting date, 2,918 out of 3,058 cadastral zones had been successfully completed, corresponding to 95.3% nationwide coverage and exceeding the Reform Agenda target. The implementation included comprehensive quality assurance, a mandatory public consultation process and the publication of draft cadastral information through the SCA Geoportal, strengthening legal certainty over property rights, transparency and the efficiency of cadastral services for citizens and investors.
