EU Programs

The European Union is Albania’s principal donor and most important strategic partner. Through EU programmes, our country has received ongoing support to carry out deep reforms, modernize institutions, and align Albanian standards with those of the EU. These programmes represent a long-term investment in Albania’s European future, with impact extending across areas such as the rule of law, education, healthcare, the environment, agriculture, infrastructure, and digitalization.

The legal framework governing this cooperation is built primarily on the Instrument for Pre-Accession Assistance (IPA), the EU’s most important financial mechanism for candidate countries and potential candidates. Albania has so far benefited from three phases of this instrument:

IPA I (2007–2013): the first step in structured support for Albania. Through this instrument, the EU financed key reforms in governance, strengthening of the public administration, rural development, and basic infrastructure. IPA I paved the way for the country to build the administrative and institutional capacities essential to the integration process.

IPA II (2014–2020): introduced a more results-oriented approach. Albania received about €639.5 million, invested in strengthening the rule of law, justice reform, increasing transparency, supporting civil society, and promoting sustainable development.

IPA III (2021–2027): the current phase of support, with a total budget of over €14 billion for the entire Western Balkans and Turkey. This instrument focuses on the green and digital transition, regional economic integration, and the strengthening of democratic institutions. IPA III is performance-based, rewarding countries that advance more quickly with integration reforms.

In addition to the IPA, Albania is also involved in new support mechanisms such as the Reform and Growth Facility, a €6 billion instrument for the region aimed at bringing the Western Balkans closer to the EU single market and accelerating economic growth.

These investments are not just numbers in a budget. They are concrete projects that have changed realities across many sectors. EU programmes have built and rehabilitated roads and infrastructure, improved public services, supported farmers and small businesses, funded youth and scientific projects, and strengthened environmental protection mechanisms. Every EU grant, project, and investment has a direct impact on citizens, creating more opportunities, greater security, and a stronger European perspective.

On this journey, EU programmes are not only financial support but also a transformative mechanism closely linked to Albania’s process of integration into the European Union. Through them, our country not only benefits from EU funds but also learns, adapts, and builds new capacities that will make Albania an equal and active member of the European family.
