This document presents the implementation of the Reform Agenda step aimed at fully aligning Albania’s legal framework on official controls with Regulation (EU) 2017/625. Through the adoption of Law No. 61/2026 “On Official Controls and Other Official Activities”, Albania established, for the first time, a comprehensive legal framework governing official controls across the entire agri-food chain, including food safety, animal health and welfare, plant health and plant protection products.
The Law introduces harmonised rules for risk-based official controls, laboratory analysis, border control procedures, enforcement measures and institutional cooperation, strengthening consumer protection while facilitating domestic and international trade in agri-food products. The approximation with the European Union acquis is demonstrated through the Table of Concordance and confirmed by the European Commission’s no-objection, representing a significant milestone in Albania’s EU accession process and the modernisation of its official control system.
