Alignment of Energy-Related Product Labelling Legislation with European Union Standards – Measure 4.4.1

This document presents the implementation of the Reform Agenda step on aligning Albania’s legislation on the labelling of energy-related products with the European Union acquis. Through the adoption of Law No. 52/2024 “On the Labelling of Energy-Related Products” and Council of Ministers Decision No. 218/2026, Albania established a comprehensive legal and regulatory framework for the implementation of the national energy labelling system.

The new framework introduces detailed rules for the energy labelling of 17 categories of energy-related products, including product information requirements, the A–G energy efficiency classification system, the responsibilities of suppliers and traders, and market surveillance procedures. The reform improves transparency for consumers, supports informed purchasing decisions based on energy performance, and aligns Albania’s market with European Union standards on energy labelling.
