Aligning Albania’s Legal Framework with the European Digital Identity and Digital Identity Wallet Framework – Measure 3.1.1

This document presents the implementation of the Reform Agenda step aimed at aligning Albania’s legal framework with the European Union’s Digital Identity framework. Through the adoption of Law No. 51/2026 on Electronic Identification, Trust Services and the Digital Identity Wallet, Albania established the legal foundation for a modern digital identity ecosystem in line with the revised eIDAS 2.0 Regulation.

The law provides the legal basis for the introduction of the Digital Identity Wallet, regulates electronic identification schemes and trust services such as electronic signatures and seals, and strengthens the security and interoperability of digital services. The reform supports the digital transformation of public administration, facilitates secure access to electronic services for citizens and businesses, and advances Albania’s alignment with the European Union’s Digital Single Market standards.
