Adoption of the New Electricity Sector Law in Alignment with the Electricity Integration Package – Measure 4.1.1

This document presents the implementation of the Reform Agenda step on aligning Albania’s legislation with the Electricity Integration Package in accordance with Energy Community requirements. Through the adoption of Law No. 59/2026 “On the Electricity Sector”, Albania established a new legal framework that aligns national legislation with the key European Union directives and regulations governing the internal electricity market.

The new law provides the legal foundation for integrating Albania’s electricity market with regional and European electricity markets, including the implementation of market coupling mechanisms, consumer empowerment, energy storage, aggregation, demand response, electric vehicle charging infrastructure and strengthened regional cooperation. The reform supports the modernisation of the electricity sector, enhances market competitiveness and security of supply, and advances Albania’s integration into the European electricity market.
