Adoption of the National Strategy for the Prevention and Fight against Organised and Serious Crime 2026–2030 Based on the SOCTA Threat Assessment – Measure 5.1.2

This document presents the implementation of the Reform Agenda step requiring the preparation of the Serious and Organised Crime Threat Assessment (SOCTA) and the review of the National Strategy and Action Plan against organised and serious crime. Through Council of Ministers Decision No. 505 of 30 June 2026, Albania adopted the National Strategy for the Prevention and Fight against Organised and Serious Crime 2026–2030 together with the Action Plan 2026–2028, establishing a strategic framework based on risk analysis and evidence-based policy priorities.

The Strategy incorporates the SOCTA methodology to assess key threats, including organised criminal groups, drug trafficking, corruption, money laundering, cybercrime, migrant smuggling and environmental crime. It translates the identified risks into strategic objectives, concrete actions, responsible institutions, implementation timelines, monitoring indicators and coordination mechanisms, strengthening institutional cooperation and aligning Albania’s policies with European Union standards in the prevention and fight against organised and serious crime.
