This document presents the implementation of the Reform Agenda step establishing Albania’s national framework for identifying, monitoring and addressing energy poverty. Through the adoption of the National Action Plan for Addressing Energy Poverty and Protecting Vulnerable Electricity Consumers 2026–2030, together with the Methodology for the Identification and Monitoring of Energy Poverty, Albania established the strategic and methodological basis for designing, implementing and evaluating public policies targeting energy poverty.
The methodology defines the criteria for identifying energy-poor households based on socio-economic conditions, energy expenditure and the energy performance of dwellings, applying the Low-Income High-Costs (LIHC) methodology alongside European Union and Energy Community indicators. The Action Plan introduces measures to protect vulnerable electricity consumers, improve energy efficiency in households, establish a National Energy Poverty Registry and strengthen institutional coordination, in line with European Union legislation and Energy Community policy on energy poverty.
