Adoption of the Legal Framework for the Establishment and Operation of Renewable Energy Communities – Measure 4.2.2

This document presents the implementation of the Reform Agenda step establishing the legal framework for the creation and operation of Renewable Energy Communities in Albania. Through the adoption of Ministerial Guideline No. 4 of 29 June 2026, Albania introduced, for the first time, a comprehensive legal framework governing the establishment, registration and operation of Renewable Energy Communities, in line with Directive (EU) 2018/2001 on the promotion of energy from renewable sources.

The new framework defines the legal forms of Renewable Energy Communities, membership eligibility, governance requirements, and the rights and obligations of their members, while assigning the Energy Regulatory Authority (ERE) responsibility for their registration and supervision. It also promotes the participation of citizens, small and medium-sized enterprises, local authorities and vulnerable households in renewable energy generation and use, supporting Albania’s clean energy transition and the development of community-based renewable energy initiatives.
