This document presents the implementation of the Reform Agenda step aligning Albania’s legislation with Directive (EU) 2018/2001 (RED II) on renewable energy in the field of biofuels, bioliquids and biomass fuels. Through the adoption of Law No. 46/2025 “On Biofuels in Transport” and its implementing legislation, Albania established the legal and operational framework to ensure the sustainability of biofuels and the reduction of greenhouse gas emissions.
The new framework establishes sustainability and greenhouse gas emission saving criteria, verification and certification procedures, methodologies for calculating renewable energy use in transport, and the creation of a national biofuels database and renewable transport fuel registry. The reform promotes the sustainable use of renewable transport fuels while aligning Albania’s legislative framework with European Union standards on renewable energy and sustainable transport.
