This document presents the implementation of the Reform Agenda step establishing the legal and regulatory framework for the recognition and validation of prior non-formal and informal learning, while incorporating lifelong learning qualifications, including micro-credentials, into the Albanian Qualifications Framework (AQF). The adopted framework defines the procedures for recognising, assessing and certifying competencies acquired outside formal education, based on learning outcomes and national occupational qualification standards.
The new framework strengthens the link between education and the labour market by promoting lifelong learning and enabling both partial and full certification of professional qualifications at AQF Levels 2–5. It also formally recognises micro-credentials as credit-bearing professional development activities, enhancing the flexibility, transparency and alignment of Albania’s qualifications system with the European Qualifications Framework (EQF).
