This document presents the implementation of the Reform Agenda step concerning the adoption of the Action Plan aimed at improving Albania’s performance in the European Innovation Scoreboard (EIS) and supporting its progression towards the “Moderate Innovator” category. Based on an assessment of the EIS 2025 results, the revised Action Plan identifies gaps in indicator reporting, institutional coordination and data collection, while setting out targeted measures to address these challenges.
The Action Plan establishes measurable targets, implementation timelines, responsible institutions, indicative budgets and monitoring mechanisms for each EIS indicator. It strengthens interinstitutional coordination, enhances statistical and administrative reporting in cooperation with INSTAT and other competent institutions, and provides a structured framework for improving Albania’s research and innovation ecosystem in line with European innovation standards.
