This document presents the implementation of the Reform Agenda step aimed at advancing regulatory initiatives to support the development and internationalisation of Albania’s Textile, Clothing, Leather and Footwear (TCLF) value chain. The reform was underpinned by four analytical reports assessing the sector’s value chain, regulatory framework, policy support measures and opportunities for integration into European industrial value chains.
Building on this analytical work, the Ministry of Economy and Innovation adopted the 2026–2027 Action Plan, establishing a comprehensive policy framework to promote exports, strengthen partnerships, build sectoral capacities and support the progressive alignment of the TCLF sector with the European Union regulatory framework. The Action Plan contributes to enhancing the competitiveness and international integration of Albanian enterprises within European industrial ecosystems and value chains.
