Adoption and Implementation of the Roadmap for Judicial Efficiency and Backlog Reduction – Measure 5.4.2

This document presents the implementation of the Reform Agenda step aimed at improving the efficiency of the judiciary and reducing court backlogs. The High Judicial Council adopted the Roadmap for the Efficiency of the Judiciary in Albania 2025–2027, aligned with the CEPEJ methodology, establishing measurable objectives, monitoring mechanisms and concrete measures to improve case management and judicial performance.

Implementation of the Roadmap includes filling judicial and support staff vacancies, establishing dedicated monitoring structures, inventorying and classifying backlog cases, promoting mediation as an alternative dispute resolution mechanism, strengthening judicial statistics and improving human resource planning. These measures are designed to accelerate case resolution, reduce court backlogs and enhance the overall quality and efficiency of Albania’s judiciary in line with European Union standards.
